Guidelines For Fiber Optic Project Planners
Here in the US, the Federal funding for broadband
projects will start flowing soon. Hundreds or thousands of projects will
begin final planning, design and construction. New projects are getting
started every day around the world also, so FOA thought it would be
good to provide some guidelines for projects getting started that can
save time, money and lots of grief.
Plan now for a "terabit future"
Middle mile networks today are probably aimed at 100G
speeds or above. Terabit speeds on coherent networks are not far in the
future. Ensure your network is ready with the right fiber and lots of
fibers. Fiber is cheap - fiber optic cable is only 5-15% of the cost of a
project and construction is around 50%, so a couple of percent extra
cable cost for extra fibers today can save a lot of money in the future.
FTTH PONs are generally thought of as gigabit networks, but 10G is
getting cheap and faster networks are in development. Likewise,
splitters should be installed with spare ports for future growth.
Plan now to just "Dig Once"
We started promoting this concept in the early days
of fiber optics when we watched company after company dig up the same
roads to install more fiber. Dig once - if you open the ground to bury
conduit or ducts, bury lots of spare ducts for future cables. Remember
construction is 50% of the cost and duct is only ~1% percent of the cost
so burying spares now will save lots of future costs for expansion.
Plan now to protect your current infrastructure
Fiber optic construction is infamous for damaging
underground infrastructure when trenching or directional boring, even
when using an auger to bore holes for setting new poles for aerial cable
plant. Use the "Call/Click Before You Dig" services, of course, but
discuss this with the contractors you interview to hire for the job. Are
they familiar with Call/Click Before You Dig? Do they have experience
locating underground utilities? Do they have a history of problems?
Plan now for disasters
Look around you - hurricanes,
tornadoes, ice storms, floods, wildfires, earthquakes, even volcanoes
erupting in some areas - disasters can be devastating to communications
networks and cable plants. Aerial cable plants are especially
vulnerable so installing the cable plant underground may be more
expensive now but could save a lot of repair costs in the future. Backup
power should also be part of your plans. Besides, going underground
avoids the "pole wars" for permits and perils of "one-touch make ready"
installations.
Evaluate contractors thoroughly and carefully
There is a shortage of fiber optic
contractors and installers. Trainers like the FOA's network of approved
schools are turning out new certified techs (CFOTs) at a fast pace but
many contractors will hire anybody and let them learn by OJT. Even
worse, many contractors will hire subcontractors (and sometimes THEY
hire subcontractors)
so you have little control of who is installing your network. The BEAD
program specifies trained and certified techs but controlling
subcontractors is difficult. FOA recommends putting in the project
documentation that all installers working on the project must be
certified by an industry recognized certifying body like FOA. Needless
to say, all contractors bidding on the project should be investigated
thoroughly, including interviewing previous customers, asking about the
quality of their work, completion on time and within budget. And their
financial condition.
Be wary of the "lowest bid"
You know that's good advice on any
project, but a fiber project has some possible loopholes. One
contractor subcontracted a landscaping company to dig trenches - they
cut several fiber optic cables connecting buildings. Another
subcontractor laid a fiber optic cable on the ground in high grass in a
remote area of a city park - found when the city cut the grass. A
contractor hired to also procure the cable he was to install bought
miles of cable from a distributor selling imported no-brand cable, only
to find the cables were breaking fibers when pulled into ducts. A
government agency trying to connect their equipment found their
contractor did not properly terminate the fibers. Details are important
and often are missed on the lowest bid.
Be wary of the "highest bid" (and consultants)
FOA
has seen many projects that cost way more than they should because the
customer thought the consultant knew best. One consultant designed a
FTTH system for a rich development that cost the about 5 times more than
it should. Another took on a project to design a network, but at the
end of a year told the customer they could not do the design, but they
kept the fee for the consulting. A engineering firm created a FTTH
design for a small town that could have been cheaply built using the
available utility poles, but their design used directional boring at
many times the cost. Evaluate consultants just as carefully as
contractors - experience, successful projects and happy customers are
what you want to look for.
Plan for budget issues
Sure,
some projects get built to budget, some even come in under budget, but a
lot more have cost overruns. In recent history, inflation has been a
factor in some projects because they take time to complete. Once you get
started, there are few options to cut costs, so having the ability to
be flexible on costs can make it much less stressful.
Plan on being patient
Rome was not built in a day;
neither was any fiber optic network. A typical FTTH or metro project
takes years from concept to completion. Refining the concept, arranging
budgets, doing a preliminary design and creating a SOW, sending
out RFP and/or RFQ, evaluating bids, completing project management
schedules and finalizing documentation - and that's all before you
"break ground"! Then procuring components hits snags in the supply
chain, construction takes time, encounters obstacles and delays, you get
the idea.
Plan for secure storage
Any major fiber optic project uses a lot of bulky components like spools
of fiber duct and cable or boxes of splice closures, pedestals, and
other hardware. And it is very valuable. Loss of these components could
delay a project for many months. It should be in protected storage,
preferably in a warehouse where it can be protected from the elements
and guarded to prevent theft. Fiber optic cable is sometimes stolen by
thieves thinking it is copper wire and valuable as scrap. Do not store
fiber duct outdoors under a freeway like Atlanta did - it burned and
destroyed the freeway.
Inspect during installation and before you accept
Fiber optic networks are expensive and should meet the specifications of
the installation contract. The project manager should inspect the
installation often, looking for the installed cable plant following the
documentation and exhibiting proper installation with good workmanship.
When it's finished, before you sign off on
the installation, take the steps to ensure you get what you asked for
and will be paying for. Is it properly installed along the route
specified? Has every bit of it been inspected visually for proper
installation and workmanship? Does it meet its design specifications?
Was every fiber tested? Has the documentation been updated to as
delivered and does it represent what the original design called for?
Save leftovers for future restoration
Every project ends up with leftovers - extra cable and hardware -
because you have to plan for variations between design lengths and
actual lengths, service loops at splices, etc. After the project is
finished, plan on taking some extra cable and a few splice closures and
storing it with a copy of the documentation in a special place - label
it "Restoration" - where you can find it when you need it. This simple
step will make restoration much easier and faster when you have
problems.
All managers should learn enough fiber optics to understand and manage the project
(We weren't sure if this should be first or last!)
Designing and building a fiber
optic communications system involves quite a bit of unique knowledge.
Managers need to know enough to communicate with the specialized fiber
optic techs who do the actual design and installation to properly
evaluate the progress of the installation. That means understanding how
the network works, what proper installation and workmanship looks like,
even how to evaluate test results submitted at the completion of the
cable plant. And they need to be able to understand the documentation on
the network to ensure it's done correctly at the beginning, followed
properly during installation and 100% completed when the project is
finished. Managers should gain that knowledge before starting the project.

Fiber Optic Gyroscopes May Be A Solution To GPS Hacking
We all know what a gyroscope is - a kids toy with a spinning wheel inside a wire frame that can balance itself.

If you are familiar with aviation, you know that gyroscopes are used for
flight instruments on airplanes, showing the attitude of the plane,
indicating changes in direction and for guidance. Gyroscopes were also
used in early rockets for guidance. When the Boeing 747 was introduced,
it had a new type of guidance system, called an inertial navigation
system, that used 3 gyroscopes in 3 axes to provide accurate navigation
without needing ground based radio navigation systems. But the
mechanical gyros had limitations in accuracy and drifted over time.
In the 1970s, with the advent of optical fiber, gyros were developed
using the properties of light in a coil of fiber. By splitting the light
and sending it in both directions in the coil, changes of phase caused
by rotation of the coil could be used to determine the rotation of the
coil, creating a instrument that could sense rotation many times more
accurate than mechanical gyro systems.

Guidance systems based on fiber gyros were much more accurate than
mechanical gyros and were used for navigation systems until the
satellite-based Global Positioning System (GPS) became the accepted
navigation system in the early 2000s. (GPS history from Aerospace Corp.)
GPS is built into practically every navigation system today, including
the smartphones we all carry. But recently problems with GPS systems
being hacked, jammed and spoofed have led to great concern especially in
areas of the world that are suffering from conflict. (Scientific American, December 1, 2019 and NYTimes, Nov. 21, 2023) Jamming is quite easy, as explained in the Scientific American article.
Planes are losing satellite signals, flights have been diverted and
pilots have received false location reports. Aircraft systems have
generally not been able to detect GPS spoofing. Some ground-based backup
systems are available but alternative navigation systems like fiber
gyros may become more widely used.

Updated Certificate For FOA Electronic Credential Holders
FOA has
Almost 6,000 FOA certified fiber techs have now gotten their online
credentials. Recently FOA has been able to update the certificate you
can print to show your certification number and all your certifications.
It also has your joined and expiration dates and a QR code that you can
scan with your smartphone to link to your online credential.
Did you know you can link your certifications to your profile on
LinkedIn? Directions were sent to you when you got notice of your
certification. If you have already linked your certifications on your
LinkedIn page, you should update it; there was a glitch with some users
that has been fixed. Just erase the current one and reload it.
FOA Curriculum For Schools Adds Fiber Optic Network Design in Spanish
FOA is an international organization so we have
expanded our website, textbooks and training curriculum to other
languages, with Spanish being the most popular. We have recently
translated the curriculum for CFOS/D Fiber Optic Network Design into
Spanish for our schools in Spain and the Latin and South American
countries. We also have schools teaching in Spanish in the US.

FOA Guide To Fiber Broadband Is A Hit With Broadband Planners
How does broadband work? Without fiber optics it would not work; even wireless has a fiber backbone.

Worldwide Network Update
Telegeography,
the organization that produces those detailed maps of submarine cables
around the world, released some interesting data at a conference
recently. During a presentation on African Network Geography Update by
Senior Research Manager Patrick Christian’s African Peering some slides
show where the activity for international communications is growing
fastest.
From this slide you can see the greatest activity for landing submarine
cables is along the Mediterranean Sea continuing between Africa and Asia
and along the Indian Ocean to the Pacific Ocean.
Likewise, the data center activity is also in the same region plus Mexico and New Zealand.

explores global network trends, African bandwidth trends, localized
content growth, and end-user demand. You’ll also learn a bit about
2Africa and what we can expect when the cable system comes online.

Why your weather forecasts may soon become more accurate
Google has produced a weather forecasting model
using artificial intelligence with better accuracy, faster speed and
lower costs, study finds
A new computer model to predict the weather built by Google and powered
by artificial intelligence consistently outperforms and is many times
faster than government models that have existed for decades and involved
hundreds of millions of dollars in investment, according to a study
published Tuesday.
The Google model even displayed accuracy superior to the “European model,” widely considered the gold standard.
The study, published in the journal Science, showed the AI model to be
more accurate for forecasts of both day-to-day weather and extreme
events, such as hurricanes and intense heat and cold.

T-Mobile Donates Wireless Site BBU For W4W Fiber Class
FOA Instructor Tom Collins completed another CFOT
class for Warriors For WIreless at Aiken Technical College recently.
This class completed the CFOT, CFOS/T (testing) and CFOS/W (fiber for
wireless) certifications during the class. To enhance the realism
of the hands-on labs, T-Mobile donated a BBU (baseband unit) from a cell
site that was used for training.
Here's Tom and 3 of his students with the BBU donated by T-Mobile.
Tom brings about 50 km of fiber in multiple spools to
have the students create a long length network during splicing class
that is also tested during the test labs.
ISP Donates Leftover Cable To FOA School, Has More To Offer
Last month, Viviana Davis from Wild Blue Yonder
Montpelier (Vermont) reached out to the FOA. They are working with
CVFiber to bring broadband to underserved areas across Vermont. They had
several thousand feet of leftover fiber optic cables and wanted to
recycle or donate it to any FOA members.
Dale Larocque, the lead instructor of Peabody Veterans Memorial High
School in Peabody, Massachusetts took them up on their offer and picked
up three reels of fiber.
Need Cable For School Labs?
Viviana says that they still have partial reels of fiber and would love
to donate the rest. It is time sensitive, as they can only store it in
their space for so long, so if you’re interested, contact the FOA and we
will put you in contact with Viviana.

Remember Tim Henderson and his Model A Fords? Bob
Ballard treasure hunting in the Gulf of Mexico? Remember Gilberto
Guitarte and his classes in Spanish last month? Besides teaching CFOT
classes in Spanish and helping FOA with translations into Spanish,
Gilberto enjoys a different hobby - flying. He's often found flying
around North Carolina in this Aeronca Champ. It's a classic airplane,
called a "taildragger" for obvious reasons, flies not nearly as fast as
modern planes or most cars even, but is a lot more fun!

Calix Creates Online Training For Service Providers
FOA has always been focused on the cable plant and
its design, installation and operation, but the equipment that
communicates over that cable plant is also very important. Calix is one
of the major providers of broadband communications equipment and they
understand the importance of training also. They have created the online
"Calix Broadband Academy"
to educate broadband service providers about the five stages of
building a successful broadband business. The five stages include the
three FOA focuses on, design, installation and operation, but adds two
critical areas faced by a broadband ISP running a business, funding the
operation and marketing to the customers.
Calix has created a Broadband Academy eBook
that covers the same material in a format that ie easy to share among
others in the agencies working on developing a broadband program.
And they hold the ConneXions conference annually and more virtually for service providers.
At the Calix ConneXions 2023 conference
this fall, FOA provided copies of the FOA book on Fiber Broadband to
hand out to attendees at a "Train The Trainer" session where broadband
leaders learned how they can deliver meaningful and fun broadband
education to their communities.

NECA/FOA 301 fiber optic installation standard
withdrawn
The NECA/FOA 301 fiber optic installation standard has been
withdrawn. It's almost a quarter century old and a decade since the
last update. It has been decided the standard needs to be replaced with a
more modern document covering current technology and written in a
format that allows easier updating.
In the meantime, there is lots of useful information in the standard and you can still download a free copy from FOA.

Old Phone Wire Never Dies
The development of digital services over phone wires
has been going on for about half a century. There has been T-carrier and
ISDN, two dozen varieties of DSL, and we thought G.fast would be the
ultimate, but now we have G.hn. G,hn is a new ITU standard and G.hn
stands for Gigabit Home Networking. It's a standard for using existing
home telephone or computer twisted pair wiring or CATV/satellite coax to
deliver gigabit services inside homes and multi-dwelling units
(apartments and condos.)
Remember FTTH - fiber to the home - usually means just that - the fiber
ends at the home, although a case can be made for extending it inside
buildings as described below. Generally FTTH in a single family
residence connects to a WiFi router inside the building since most users
connect with a wireless device. But wireless can be difficult in some
types of structures, requiring the user add a mesh WiFi system to reach
distant rooms.
MDUs are more complex. Some service providers run fiber to each unit,
others use MOCA over coax. G.hn is aimed at buildings with existing
phone wires or coax to deliver gigabit speeds to each user.
The limitation of G.hn speeds is the same as all digital standards using
copper wire - limited bandwidth means bandwidth is limited by length.
Using electronic magic, every version of this method gains a bit of
length, so G.hn is a bit better than G.fast. But for the limited lengths
inside buildings it should be a viable alternative for MDU systems.

Making A Case For "Fiber To The Room" As Extension of FTTH
FTTH is all about bringing gigabit broadband to the
home, but what happens inside the home? Most users connect their devices
to the Internet using WiFi wireless service. But wireless has its
limits in bandwidth, distance and penetration of walls, especially as
bandwidth increases. Many users need to create a WiFi mesh network
inside the home to get adequate coverage for all users in all locations.
A recent article in the newsletter of the Fiber Connect Council MENA by etisalat,
the UAE telecom company and FOA Approved training organization for more
than a decade, makes the case for not just connecting the home but to
run fiber inside the home, connecting multiple WiFi access points inside
the home over fiber.
This concept was described in technical detail in the ITU Technical Paper ITU-T GSTP-FTTR.
It makes the case for both residences and MDUs. The original ITU paper
is recommended reading for any designers of FTTH networks, especially
those connecting MDUs.

Install Fiber Optic Cable In Difficult Locations With AFL SkyWrap
SkyWrap is AFL's solution to installing fiber optic cable in places you
would think were impossible or nearly so. SkyWrap uses a robotic tool to
wrap fiber optic cable on existing power conductors in locations where
installing aerial cable using conventional means is difficult if not
impossible. It's not new; SkyWrap has been used for over 30 years.

Roadmap For The Future Of Ethernet
The Internet and most other communications runs on
Ethernet, a communications protocol that just celebrated its 50th
anniversary. From it's beginnings at around 2 megabits per second (Mb/s) Ethernet now includes standards covering speeds of 10 Mb/s to 1.6 Tb/s (terabits/second) created by the IEEE 802.3 committees.
David Rogers of the Ethernet Alliance has written an article for Lightwave that covers the current status of Ethernet and the plans for future standards with terabit speeds.

From a reliable source within the industry: Within a couple of years, the old inflexible
hard ribbon cables will be extinct. Everything will be flexible ribbons
and mostly 200 micron fibers and BI (bend insensitive) fibers (G.657). Besides
changing how these cables are handled, one thing will be lost - the
ability to print ID info on the ribbons so matching fibers to splice
will be more difficult.
Learning Important Information From A Found Cable Scrap
While walking down the street near the FOA office, we found this cable
laying in the gutter. What a find! A short length of Corning Rocket
Ribbon 864 fiber cable left over from an installation by a contractor.
We brought the cable back to our office with the intention of opening it
up and creating a video about the construction of this modern high
fiber count cable, but something got our attention first. The cable had a
very
long line of printing on it with lots of interesting and useful
information. So before we started deconstructing it, we decided to
photograph the printed information and interpret it. That turned out to
be an important part of the information we learned from the cable. Then,
as you will see below, we dissected the cable and learned even more.

Problems With Old Cables And New High Fiber Count Cables?
A FOA CFOT reported that they have been doing fiber characterization
testing on cable plants that include both old and new fibers, a common
result from building out from a legacy cable plant. One surprising
result was that some relatively short links are showing CD and PMD
problems even when only short segments of the cable plant are older
fibers. PMD has become an issue as speeds increase but earlier fibers we
not optimized to prevent PMD. This is just another reason to do fiber
characterization before trying to upgrade network speeds. (There is more
information on Fiber Characterization in the FOA Guide and a fiber characterization course on Fiber U.
We're also hearing rumors that the new high fiber
cables are getting fibers broken
during installation with the possible cause(s) being exceeding bend
radius or pulling tension, using improper installation equipment or
maybe even the cable designs. We're investigating this and will report
back in the near future. But please ensure installers follow
manufacturer's recommendations carefully. Check out the information on
cable specs in the article in this issue and the article on Bending Diameter in the FOA Guide.
Managing Fiber Optic Projects - The Gantt Chart
(With An Excel File To Make Your Own)
The most common way to track projects is the Gantt Chart, a
chart of activities that tracks the progress of projects along a
timeline. each activity is represented by a bar and the position and
length of the bar represents the starting date and duration of the
activity. This allows you to see what activities are needed for the
project, when the activities start and end so it can be used to track
the progress of the project visually. Here is what a Gantt Chart for a
fiber project might look like:

Fiber Loss Budget
Q: For a fibre of total distance of 160km, what should be the standard total loss per kilometre?
A: The typical loss for SM fiber is ~0.35-0.4 dB/km at 1310 nm or
~0.15-0.2 dB/km at 1550. We assume a system like this will be using
1550 nm. You can use the FOA online Loss budget Calculator

total link loss
Reuse Of Cable Being Removed From Service
Q: Is there ever a feasible reuse for used/older fiber optic cable?
Would some one be in the market for the FOC that is removed from
service? Lets say 20year old aerial cable ADSS?
A: We have been asked that question a lot. It often involves cheap
fiber on eBay or from surplus dealers. With the advances in fiber
technology and manufacturing, 20 or even 10-year old fiber is
essentially obsolete. Lots of service providers are replacing that fiber
with today’s higher performance fibers because networks are going from
the ~2 gigabit speeds then to terabit speeds today. We would never
recommend reusing fiber removed from service. You have no knowledge of
how it was installed originally and environmental conditions can be hard
on some types of cables. Besides, the cost of the cable is only 5-15%
of the project cost. Most of the cost is in the labor of installation so
the savings would be minimal and the risk high.
We have been telling people who have leftover cable from projects to
offer it to FOA schools. They are always in need of OSP cables.
Minimizing Latency
Q: Latency a term that is widely used today. If we manage to
make the light travel without interruption we will achieve that the
speed is perfect, but the equipment (router, OLT, firewall, etc)
generates a processing that takes some time, do you think that LATENCY 0
will be achieved?
A: The work on achieving minimal latency has been gong on for
decades, primarily driven by the computerized stock traders who rely on
microsecond trading. One recent project used an experimental fiber with a
hollow core becasue light travels 50% faster in the air than glass.
Most low latency networks try to use the longest fiber links possible
using submarine cable technology because the electronic switching takes
too much time. But most electronics require digital signal processing in
the transceivers which takes time, switches to the trading computers
takes time and while you can minimize it all, it can never reach “0”.

Microtrenching
Q: What is microtrenching?
A: Microtrenching is a technique for installing underground
fiber. It is done by sawing a groove in the road or sidewalk and
dropping a small (~1/2 inch or 13mm) plastic tube (duct) into the
groove and filling it up with material like the surface so it almost
disappears. The cable is “blown” into the duct with high pressure air -
actually the air floats the cable in the duct to reduce friction and the
cable is pushed into the duct.

We don’t think any of our schools teach this in the US but Triple Play does in South Africa.
In the US we recommend going to one of the companies that makes the construction equipment, primarily Ditch Witch.

Degraded Underground Fiber Optic Cable
Q: How can you handle a degraded buried
underground fiber link, which has degraded due to multiple joints
introduced during maintenance?
A: If it has reached a point where the loss or dispersion limits its use, it probably should be replaced.
Maintaining Fusion Splicers
Q: What are the best practices for the preventative maintenance of splicers, cleavers, and thermal strippers.
A: Because of the large number of manufacturers and variety of
models and applications, The FOA generally tells people to follow the
manufacturer’s directions for use and be especially careful about
keeping the splicer unit, cleaver and stripping tools clean, then having
it serviced regularly by the manufacturer or an authorized service
facility.
Rural FTTH
Q: What does A Rural FTTH Connection Cost?
A: That's a very complicated question, because "rural" has a lot
of meanings. Is it a small town where building a FTTH Network is easy or
remote users in Alaska? An interesting set of data was made available
this month from the US Department of Agriculture, announcing $700
million in grants and loans in the 4th round of the ReConnect Program https://lnkd.in/gFe9T4b7.
Splicing Dissimilar FIbers
Q: Recently I came across a new problem while splicing optical fiber
cable. Splicing of 2 Fujikura fibers was done but loss was
observed. Initially, we felt that it is due to splicing but upon
resplicing the loss was still the same i.e. 0.3db at the splice point.
Both the cables were checked again and observed that both cables were
from different manufacturers. My question is that if different
manufacturer's cables are spliced, will it give loss? Note: Both fibers
were Fujikura but had different IOR.
A: The difference in IOR tells the reason. The loss at the joint
between the two fibers when measured by an OTDR depends on the optical
characteristics of the fibers. A difference in the fibers IOR and
backscatter coefficient will cause the loss measurement to be affected.
In one direction it measures too high, in the other direction too low or
even shows a gain. That’s why some measwurements are called gainers. If
you measure it in the opposite direction you should see low loss or a
gain. It’s explained here in the OTDR page on the FOA Guide https://foa.org/tech/ref/testing/OTDR/OTDR.html in the section “OTDR Measurement Uncertainty.”
Testing FTTH Networks
Q: I work on FTTH projects that utilize 1x32 and 1x64 splitters that
do not have any active light on the fibers. Is there a mobile source
that can be used in the field to simulate active light through splitters
and still provide enough power to travel 20km?
A: Any 1310/1490/1550 test source should have adequate power to
test them with a regular power meter. A 64 port splitter has only
18dB+any excess loss- so 20dB or so - and any power meter can measure
that with a ~0dBm to -6dBm source.

Fiber Splicing Cost
Q: What is the standard of costing for fiber splicing and
terminations? Is it per core / per splice or per each cable end
irrespective of the number of cores?
A: That is a very hard question to answer, other than to say ”it
depends. ” The number of fibers is definitely a factor because each
fiber must be stripped, cleaned, cleaved and spliced then placed in the
splice tray.
It also depends on:
- Single fiber or ribbon splicing?
- Type of splice closure
- Type of cable (loose tube, ribbon, flexible ribbon, high density, armored, ADSS, etc.)
- Installation: aerial or underground
- Location: urban or rural
- Set up time (same for low fiber count cable as high fiber count cable)
Most contracts will be considering the number of
fibers but also these factors, and probably they want to price by the
number of fibers, but the price per splice will vary accordingly. We've
seen quotes in the US for prices varying over a 10X range.
FTTH Network Design Course
Q: I would like some advice on how to develop a responsive curriculum involving FTTH network design.
A: FOA has lots of free resources you can use. Fiber U

can be used to develop your courses using blended learning - online and
classroom work blended. The courses cover all aspects of these topics
and include lesson quizzes. The Design course includes a dozen case
studies ideal for student assignment, including one on FTTH. You can

Teaching a course on FTTH and FTTH Network Design is easy using this

studies we provide and develop more of your own.
Markers Required For Underground Fiber Optic Cables?
Q: Are signs required for underground cables like fiber
optic cables? Are they required to have signage so people don’t dig them
up or damage them?
A: In the US the answer is NO. There is no Federal or State law
which requires marking anything other than hazardous liquids and gases.
It is purely a business decision or a moral decision to invest in
signs/markers to protect buried fiber. If a fiber gets cut it can
disrupt 911 service and all kinds of vital communication related to
hospitals, air traffic control, etc.

color orders, frequencies, or other commonly used info on it?

Is There A Standard
For Fiber Optic Installation?
Note: NECA/FOA 301 has been withdrawn. It's almost a quarter century old
and a decade since the last update. It has been decided the standard
needs to be replaced with a more modern document covering current
technology and written in a format that allows easier updating.
In the meantime, there is lots of useful information in the standard and you can still download a free copy from FOA.
A
question we get often is "Is there a standard for
fiber optic installation." The answer is yes, but
not from the usual standards groups you might
expect. Over 20 years ago, the National Electrical
Contractors Association (NECA) asked FOA to help
create a standard for installation. That standard,
ANSI/NECA/FOA-301 has been updated three times
already and is about ready for another update.
Unlike most of those groups who charge you a fortune
for standards, FOA covers the cost so ANSI/NECA/FOA-301
is available free from FOA.

The Types of Work Done By Fiber Techs And How It Affects Training
What is a fiber optic technician? What kinds of work
do they do? Those topics were the center of FOA discussions with the US
Department of Labor Bureau of Labor Statistics that led to the new job
category of "Telecommunications Technician" on the BLS
website. The focus of this job category is primarily the
installation and operation of the fiber optic cable plant, but one
should not forget the cable plant must be designed also as part of a
more extensive communications network.
In our discussion with the BLS analysts, we pointed out the various
stages of a fiber optic communications network project and how techs
with various knowledge and skill sets are needed and involved in every
step. Here is how FOA defines these stages of a project and the skills
of the techs. This is not unique to FOA; it's what has been traditional
at telecom companies forever.
Planning and Design: Once needs for a communications network is
established, project managers will be responsible for all the details of
the project while experienced fiber techs trained and experienced in
fiber optic network design (CFOS/D) will design the cable plant itself. (FOA Guide - Design)
Construction: Aerial cable plants may require installing new poles or
doing make-ready on existing poles and messengers. Underground
construction requires trenching and installation of ducts. In many cases
the actual construction is done by general construction workers, as the
construction work in many cases is not unique to fiber optics. Heavy
machinery is required for much of the construction work and training is
focused on safety as well as operating the machinery. (FOA Guide - Construction)
Fiber Optic Cable Installers: Once the route is prepared, the fiber
optic cable can be installed. Aerial cable installation depends on the
type of cable. Regular OSP cable, figure 8 cable and ADSS cable requires
special hardware and installation techniques so the techs must
understand the process appropriate for each cable. (FOA Guide - Installation)
Splicers: Since the beginning, fiber techs have been called
"splicers"
because that was the original job unique to fiber optics. Construction
and cable installation was not very different from earlier copper
cables, but splicing was very different. Even today, fiber techs are
often called splicers and splicing is a core skill for any fiber tech
whether they are joining cables or terminating them. (FOA Guide - Splicing)
Testers: After the fiber optic cable is installed and spliced,
it must be tested. Testing goes together with splicing since every
splice will be tested, often as soon as it is made so if it needs
redoing, it should be done before the splice closure is sealed. (FOA Guide - Testing)
Network Operators: Once the cable plant is built and the communications
equipment installed, it needs techs who know how to operate the comms
but may only know how to connect new gear or change connections on
current gear. These techs should also know how to troubleshoot systems
in an outage and either do the restoration themselves or call a tech who
can. (FOA Guide - Operation)
These categories merely define the stages of installation of a fiber
optic project. Of course there are subsets of these categories and most
fiber techs are expected to have skills and jobs that cross into
multiple groups, as FOA has defined in the KSAs (knowledge, skills and abilities) for a CFOT.
What an individual worker does differs according to their job. An
independent fiber contractor may cover every job except
operation and a FTTH subscriber installation tech may only understand
installing cables, testing and connecting equipment within the scope of
FTTH systems. A construction company may handle the trenching and even
pole setting as well as parts of the traditional fiber work.
The FOA defined its role early on to focus on educating and
certifying techs in the fiber specific skills: cable installation,
splicing, testing and restoration. FOA would like to see more schools
get into the construction phase, especially for newer techniques like
microtrenching and blowing cable, but these require large outdoor areas
for training and large investments in equipment. Most techs who learn
these processes now do it with OJT - on-the-job-training - and hopefully get OSHA
training for safety.

What We Learn From
FOA Certification Tests
As
FOA moves more testing over to our digital online
testing system at ClassMarker, we have access to
more data about our testing, including what
questions and topics on the tests are answered
incorrectly most often. Having this data gives us an
opportunity to evaluate the questions and how they
are stated, but more importantly it allow us to help
our instructors teach the subjects and us to change
our curriculum and online courses to emphasize these
particular topics. These are some of the topics that
we have noticed are answered incorrectly more often
in FOA and Fiber U tests.
Most of the questions missed are on testing.
1. OTDRs - particularly what information is in the
OTDR trace.
2. The difference between dB and dBm
3. Loss budgets - both the concepts and doing the
math
4. Insertion loss testing - single-ended or double
ended for testing patchcords or cable plants, how to
set 0dB references
5. Units of measure - fiber is measured in microns,
wavelengths in nanometers, etc.
At FOA, we're working to add Fiber
U MiniCourses on these topics and working with
our schools to emphasize these topics in their
classes.
If you are going to be taking a FOA certification
course or test in the near future, these topics
should be on your final exam study list.
What We Learn From Hands On Labs
We learn about students performance in hands-on labs
from the feedback of our instructors and our own
experiences too. One big problem is the use of hand
tools. Growing up today, you learn how to use
keyboards, mouses and touch screens, but decades
ago, you also learned how to use basic hand tools.
This is big enough of a problem that we're
considering adding some video lessons on basic hand
tools to prepare students for cable prep,
termination and splicing that require the use of
hand tools.

The FOA encourages
CFOTs to use the logo on their business cards,
letterhead, truck or van, etc. and provides logo
files for that purpose. But we are also asked
about how to use the CFOT or CFOS certifications.

CFOT" or "Your Name, CFOS/T" for example.
